The Imperial Dominion Act 2008
An Act to accept The Imperial Dominion into the Empire of The New Inquisition and regulate its governance

BE IT ENACTED by the Empress' most Excellent and Imperial Majesty, by and with the advice and consent of the Council, in this present Chamber assembled, and by the authority of the same, as follows:-

1. Acceptance into the Empire

a. Upon Royal Assent, The Imperial Dominion is accepted into the Empire of The New Inquisition.
b. The Imperial Dominion upon Royal Assent, shall be considered a colony and possession of the Empire of The New Inquisition and subject to the diplomatic and military protection such status brings.
c. All residents and citizens of The Imperial Dominion are considered to have sworn allegiance to The Kaiserin of The New Inquisition upon royal assent.
d. All sovereignty over The Imperial Dominion is considered to have been transferred to the Kaiserin and Government of The New Inquisition upon royal assent of this legislation.

2. Citizenship

a. Citizens of The Imperial Dominion may apply for and hold citizenship of The New Inquisition in tandem and visa versa.
b. Citizens of The Imperial Dominion may only vote in elections for The New Inquisition if they hold citizenship in The New Inquisition and visa versa.
c. Citizens of The Imperial Dominion may join the Armed Forces of The New Inquisition without holding citizenship in The New Inquisition, they may also apply to be ambassadors without holding citizenship in The New Inquisition.
d. Citizens of The Imperial Dominion shall be subject to the same civil laws as citizens of The Imperial Inquisition.
e. All citizens of The Imperial Dominion shall be tried in the Courts of The New Inquisition unless otherwise proscribed by the Diet of The New Inquisition.

3. The Executive

a. All executive functions shall be vested in the Governor of The Imperial Dominion .
b. The Governor of The Imperial Dominion shall be appointed by the Kaiserin upon recommendation of the Foreign and Colonial Office to be her representative in The Imperial Dominion and shall be hold the same authority as the Kaiserin within that region.
c. The Governor shall be have the ability to grant citizenship in the same manner as the Kaiserin in The New Inquisition, though the Governor may delegate this authority to any body the Governor wishes.
d. The Governor shall be able to delegate any of his duties and powers to any body or office that the Governor wishes.
e. The Governor shall be the enforcer of all regulations, orders-in-council and legislation passed in The New Inquisition regarding The Imperial Dominion.
f. The Governor may be removed by the Kaiserin at any time.
g. The Governor may call a ‘state of emergency’ by which all legislative functions are vested in the Executive. In order to keep the state of emergency, the Governor must re-apply to the Foreign and Colonial Secretary on a monthly basis.

4. The Legislature

a. All legislative powers for The Imperial Dominion shall be vested in the Imperial Senate.
b. The Imperial Senate shall be body a compromised of no less then five members but may be larger depending on the decision of The Governor.
c. The Imperial Senate may write legislation on all matters relating to The Imperial Dominion bar military and foreign affairs.
d. The Imperial Senate shall be elected at the same time as the Reichstag is elected in The New Inquisition.
e. Only citizens of The Imperial Dominion may run for The Imperial Senate.

5. Orders-in-Council

a. The Kaiserin and the Government of The New Inquisition may pass orders-in-council to act as legislation or directives for The Imperial Dominion.
b. All Orders-in-Council shall be passed as a majority vote of Cabinet and shall be enforced by the Governor if passed.
c. The Imperial Senate may draft a response to any Order-in-Council that it does not agree with and the Government of The New Inquisition shall be forced to vote on the matter again by a simple majority.
d. Orders-in-Council shall continue to be in effect during periods of national emergency unless repealed by the Cabinet by a simple majority.

6. Enactment

a. This legislation shall be passed upon Royal Assent.
b. This legislation shall apply to The Imperial Dominion and The New Inquisition.
c. This legislation shall apply immediately upon passage.

Someone just won the jackass of the year award. Yep, I choose you, 'Illustrious Leader'.

On a more serious note, the flow of people out to Nox Eternis really must be getting you riled by now. Really, unilaterally moving TID to being a colony of TNI and then having the gall to say that 'there's nothing I can do' just backfired. You've had the top of the government, both civilian and military, leave and say 'up yours' in no uncertain terms.

But hey, you'll probably edit this to another ILY post.
